Instructions for Supervisors/Administrators
What is the role of a Company Supervisor/Test Administrator?
A Company Supervisor/Test Administrator is designated by each organization to serve as an internal contact and as a liaison with the CEBS program. The Company Supervisor/Test Administrator must be aware of the policies and procedures for enrollment and testing of employees for the Canadian Group Life and Health Online Primer Course and Canadian Group Retirement Plans Online Primer Course, and must be prepared to answer questions on the CLHIA Proficiency Standards.
The company may delegate the internal responsibilities to more than one person. However, to maximize efficiency, please specify only one liaison with the CEBS program unless alternate arrangements are advisable.
As the internal contact, the Company Supervisor/Test Administrator will need to know the online primer course registration procedures, the company testing specifications (i.e. supervised or not supervised) and any other company policies related to meeting the Proficiency Standards, i.e. how long do employees have to earn the GBA or RPA designation, company reimbursement policies for the online primer courses, and CEBS courses needed to earn the GBA or RPA designation.

Since employees can link directly to the CEBS web site for details on the online primer courses and the CEBS courses, you will not need to duplicate material from this website.
One of the major decisions your company will need to make is whether or not “supervised” testing will be required. If your company mandates “supervised” testing, you will need to include the details on the web page. To facilitate this decision process, a suggested method is indicated below. A company is free to set up its own “supervised testing requirements;” however, access to the test by the individual cannot be altered.
Example of Supervised Testing
An employee is required to arrange for an individual to monitor the test. This individual can be a fellow employee, supervisor, colleague, etc. The monitor remains in the testing room while the individual takes the test. At the completion of the test, the test monitor signs a copy of the “Test Results” to verify that this was a “supervised” testing experience. The signed copy of the “Test Results” is forwarded to the designated Company Supervisor/Test Administrator.
Primer Course Registration and Online Access
An employee must register for an online primer course either individually or through the company. A registration form (online or PDF) must be filled out. A company may also set up registration procedures to handle multiple registrations, i.e. corporate order forms or electronic file. Individuals who are not required to meet the Proficiency Standards are welcome to register for an online primer course.
A non-refundable fee of $275 is payable for each course and allows the employee access to the online primer course and corresponding test. Full payment in Canadian funds must accompany each order and cheques should be made payable to the International Foundation. Follow the registration procedures outlined on the form. Note: the “insurance company priority code” must be included on all registration forms and communications. An incomplete registration form may delay access to the course.
Within three business days after receipt of the registration form and fee, the enrollee will receive an e-mail confirmation with login instructions, user name, password and any other pertinent instructions.

Primer Course Testing/Reporting
Testing
Employees can access the test at any time using the same username and password provided for the course. If your company requires “supervised” testing, make sure the employee is aware of this policy when registering for an online primer course.
The online primer test is designed by Dalhousie University and is comprised of 50 questions utilizing the multiple choice and true/false formats. There is a 60 minute time limit to complete the test, and the pass rate is 70%. Test scoring is immediate. An individual is required to take the test without utilizing study notes or any other materials. Printing an online primer course test is not permitted. An individual has three opportunities to pass an online primer course test.
Reports of improper conduct relating to the course/testing process, including conduct during the test, will be investigated by the CEBS program. Such conduct may result in the employee being barred from taking further primer course tests or from receiving the Certificate of Completion.
Reporting
When an employee completes the test, the computer will tabulate the score. A pass grade is based on scoring 70% on the test. The test score will appear on the computer and can be printed from the terminal. If a student scores below the acceptable level, they will be allowed to retake the test up to two additional times.
Test results will be communicated from the CEBS program via e-mail to the Company Supervisor/Test Administrator. A company also may set up other reporting procedures for employees and should post these on the company web site.
Certificate of Completion
A Certificate of Completion will be mailed from the CEBS Program to each individual who passes the online primer course test. Allow three weeks for processing.
