GBA 2 Group Benefits Management

This is a required course for the GBA and CEBS designations.

GBA courses and the new Health Care Reform Act

As anticipated, President Obama signed the Health Care and Education Reconciliation Act into law on March 30, 2010.  This Act along with its companion legislation, the Patient Protection and Affordable Care Act, makes sweeping changes to the nation's health care system.  Consequently, revisions will be forthcoming in the courses comprising the CEBS Program.

It is anticipated that updates to course materials will be issued as these changes become effective.  It is CEBS Program policy that students taking the CEBS national examinations are NOT responsible for changes in the law until these changes are actually incorporated into study materials with the issuance of course updates.

Students are advised to be attentive to course updates when issued. Such updates will clearly indicate the date on which the changes in the law will be subject to inclusion on the national examinations.  Information on issuance of any course updates will appear in NewsScope and posted to the web site at www.cebs.org

The new GBA 2 Learning Guide features relevant, streamlined content along with readings updated in 2008.

Following coverage of the various forms of life insurance benefits provided through the employment relationship, GBA 2 examines a wide variety of other welfare benefits including: dependent care and family leave benefits; work/life benefits—such as financial planning, adoption assistance, legal services, and education assistance; and vacation and other time-off benefits. Two assignments deal with the important topic of flexible benefit plans and flexible spending accounts, and the course then covers various functions associated with welfare plans such as administration, communication and taxation. One assignment is devoted to insuring and managing employee disabilities, and another to the timely topic of benefits technology and information management. The course concludes with assignments on health benefits for retirees and long-term care.
