Mr. Harvey joined the International Foundation of Employee Benefit Plans as a sales associate in January 2008. Prior to joining the International Foundation, he served as an account executive at Wells Fargo Insurance Services in Clearwater, Florida. Dave believes that the high interest in consumer driven health plans and health reimbursement account arrangements is being driven by the continuation of escalating health care costs and employer efforts to control those costs.
Dave grew up in Salem, Massachusetts and his passion is flying. He once piloted a WWI Bomber (B-17) and he has flown around many of the Hawaiian Islands and throughout the Bahamas. He has been married for 32 years and he and his wife currently reside in Florida. They have one daughter who attends graduate school in Minnesota.
Previously Dave worked for a national provider of consumer-driven health plans and prior to that with Marsh USA where he had account management responsibility. Mr. Harvey has also worked for a St. Louis based HMO/PPO as well a nationwide third-party administrator (TPA).
Dave has taught courses in employee benefits since 1984, including CEBS Courses 1 and 2. Mr. Harvey is past president of the Governing Council of the International Society of Certified Employee Benefit Specialists (ISCEBS) as well as past president of the St. Louis Chapter of ISCEBS. He received a B.S. degree in business administration from the University of Missouri-St. Louis and the certified employee benefit specialist (CEBS) designation from the International Foundation of Employee Benefit Plans and the Wharton School of the University of Pennsylvania.
Dave teaches Health Benefit Plan Basics in the Certificate Series. He believes that students learn from each other and that the instructor is simply the catalyst for thought and discussion. Dave’s teaching involves using a variety of medium and creating an interactive environment to validate the learning experience.
