Ms. Bruno is a principal and lawyer in the Washington Resource Group (WRG) of Mercer Human Resource Consulting based in New York City. Her areas of expertise include ERISA, COBRA, HIPAA, Medicare, the Family and Medical Leave Act, cafeteria plans, welfare benefit plan funding and deduction rules, VEBA qualification rules and Form 5500 filings for health and welfare plans. Ms. Bruno has over 20 years of experience in the health and welfare, flexible benefit, managed care and postretirement medical areas. She has been with Mercer (and Foster Higgins, before its merger with Mercer) since 1989. Before that, she was a consultant in the technical services unit at Towers Perrin, where she provided tax and general legal support to the group benefits consulting staff. Earlier, Ms. Bruno was a staff attorney for New York Life Insurance Company. She has a B.A. degree from Hunter College, a J.D. degree from St. John’s University School of Law and an LL.M. degree in taxation from New York University School of Law. Ms. Bruno is a member of the New York State Bar, a member of the American Bar Association and a member of WEB, currently serving on the New York Chapter’s board of directors.
