Mr. Carter is the Counsel for International Affairs, VETS, & Statutory Programs in the Division of Labor-Management Laws of the Office of the Solicitor in the U.S. Department of Labor. He has been employed by the Department of Labor since 1980, and with the Labor-Management Laws Division of the Solicitor's Office since 1984. He has provided advice to VETS to assist in the enforcement of USERRA since the Act's passage in 1994. He has also assisted VETS in developing its USERRA compliance assistance and training programs. Prior to joining the Department of Labor, Mr. Carter was in the private practice of law in Gainesville, Florida. Mr. Carter holds a law degree and a B.A. degree in mathematics from the University of Florida, and a Master of Business Administration degree from the University of Maine at Orono.
