Ms. Bergner is a principal in the Washington Resource Group. WRG is a national legal resource for Mercer consultants and clients on legislative and regulatory developments; tax, ERISA, HIPAA, employment law, and other federal and state law issues; retirement, compensation, health, and group benefit plan design and administration; and government relations. She has specialized in employee benefits for over 20 years. Before joining Mercer, Ms. Bergner was an attorney with the Washington, D.C. office of Reed Smith, and for 13 years was a director in the national resource group of Pricewaterhouse Coopers’ global human resources practice. She has worked extensively on retiree medical plan issues, including the recent Medicare Part D employer subsidy, funding options for private and governmental employers, and other plan design options. Ms. Bergner has a broad range of experience working with clients on the day-to-day operation of health and group benefit plans, including cafeteria plans, COBRA and HIPAA, as well as plan design, communications, governance, and mergers and acquisitions. In addition, she has significant experience with ERISA Title I issues, including disclosure communications, fiduciary matters and preemption of state laws. Ms. Bergner started her benefits career at the IRS’ employee plans division in Washington, D.C. Her clients have included public and private corporations, nonprofit organizations, TPAs, universities, governments and business and trade associations. Ms. Bergner has a B.A. degree in government from Smith College. She received a J.D. degree from American University. Ms. Bergner is a member of the District of Columbia Bar.
