Benefits Manager

Job Description:

The Manager of Benefits will report directly to the Associate Chief Human Resources Officer with a dotted line reporting relationship to the Vice President, Human Resources. The Manager of Benefits will ensure that all benefit programs offered are designed and operated to support the overall benefits strategy of the organization. Working as a member of the benefits team, the Manager of Benefits will deliver a high-level of customer service, make presentations to employees and the organization’s leadership team, and answer complex benefit questions. He/she will ensure that all processes operate flawlessly, and employee communications are easy to understand and accurately reflect plan administration guidelines.
Specific job duties include, but may not be limited to, the following:

• Acts as Benefit Plan Administrator, responsible for the oversight and operations of all benefit programs and plans including union benefits, health, retirement and leave programs; ensures compliance and effective operation of benefit vendors; reviews and authorizes monthly benefit expenses
• Prepares 5500 forms and monitors plans for compliance; Assists General Counsel’s Office in Plan Document preparation, SPD preparation and Amendments to plans
• Prepares annual Benefits Budget, while making recommendations for better cost controls, monitoring and processes; works toward out-sourcing of appropriate tasks and transactions
• Performs data analysis and data audits; writes and generates advanced reports
• Processes monthly/biweekly/weekly/daily reports from the Lawson system to ensure that enrollments/terminations/billing occurs on-time and accurately and that data is audited for compliance, completeness and validity
• Monitors regulatory trends in benefits and evaluates costs and alternatives
• Participates in contract renewals and benefit surveys
• Plans and helps to implement open enrollment; is responsible for all system configuration changes due to plan changes
• Communicates and presents recommendations on benefits topics for presentations, Staff Meetings, etc.
• Coordinates/supports presentations to the Staff Benefits and Trustee Benefits Committees, as well as various Staff groups and committees
• Identifies, develops, and executes effective benefits communication strategies and implementation plans
• Assumes project management in various out-sourcing projects and implementation projects related to benefits and HR – such as Parking implementation, eTrac new vendor transition, Health Broker negotiation, Retirement Plan vendor/investment review, etc.
• Develop, train, and supervise staff (current staff of three Benefits Administrators)
