Responsible for all benefit and retirement programs for 7,000 union employees in 13 States covered under 44 different collective bargaining agreements, participating in 14 Taft Hartley health and welfare funds and 15 pension funds. Served as employer trustee on select Funds.

• Formulated benefit strategy proposals for union negotiations in collaboration with labor relations, legal, finance and operations departments

• Developed unique, computerized claim auditing program that recovered $36 million in overcharges to a large State employee benefit program.
• Designed hospital discount analysis. Program identified for clients the "real discount" obtained by their health carrier from hospitals, and compared it to the discount the carrier used to calculate their rate. Program identified and validated in excess of $50 million in discount discrepancies.
• Recovered more than $1 million for a large health insurance company from participating hospitals and doctors through the review of provider contracts.
• Increased client base by more than 10% for a Managing General Underwriter.

Owner / Taft Hartley Fund Administrator
Owned and managed a Third Party Administrative Company (TPA) specializing in the administration of Taft Hartley multi-employer health & welfare, pension and pre-paid legal trust funds. Responsible for medical, prescription, dental, vision, disability, life, AD&D, child care, wellness, tuition reimbursement, pre-paid legal and pension benefits for 15,000 union employees, working for more than 50 different companies. Directed a staff of 40 professional employees.

• Created, negotiated, and implemented the first Preferred Pharmacy Network in Pennsylvania. Program reduced clients Prescription Drug cost by more that $1 million during first year of operation.
• Identified and recovered over $10 million in health claim overcharges to the United Food & Commercial Workers Health and Welfare Fund.
• Negotiated for the unionized retail food industry, an unprecedented five-year financial agreement with the largest health insurance company in Philadelphia. Saved food industry over $5 million.
• Built a comprehensive, free standing, dental program for 15,000 employees. Negotiated contracts with more than 150 dentists in all specialties, integrating a unique capitation/fee for service reimbursement arrangement.
• Redesigned and streamlined TPA operations, consolidated administrative functions, upgraded system hardware and software, established short and long term goals and objectives.
• Initiated a customer service program that received an evaluation rating of “Excellent”, by more than 80% of the employees and vendors surveyed.
