Paul Hackleman: Business Insurance’s 2006 Benefits Manager of the Year

Paul Hackleman, Benefits Manager of San Mateo County, has been named the prestigious 2006 Benefits Manager of the Year by Business Insurance magazine.

Foundation Involvement

Many Foundation members will know Mr. Hackleman as an instructor of the CAPPP program, as well as a speaker at the Health Care Management Conference and the Benefits Conference for Public Employees. Mr. Hackleman has also served on the International Foundation’s Board of Directors from 2002-2004 and served as the Chair of the Public Employees Board in 2004.

Career Accomplishments

The June 26 issue of Business Insurance outlines the expansive list of Mr. Hackleman’s accomplishments within his 23-year career as Benefits Manager of San Mateo County. Just to name a few:

• Early implementer (1990’s) of health risk reduction programs
• Proactively arranged for detailed analysis of the county’s retiree health liabilities prior to GASB taking effect
• Moved against the trend by getting out of self-insurance after recognizing adverse selection was forcing health care costs to escalating above those of fully insured plans
• Negotiating with vendors and earning union backing to create win-win situations
• Implemented an expansive wellness and disease management program, resulting in a 44% drop in health claims and improved fitness by 37.5%
• Developed a child care center and expanded the scholarship program, enabling lower-paid county workers to afford the service.
