Health plan sponsors must comply with complex obligations under the Health Insurance Portability and Accountability Act of 1996 (HIPAA). The Department of Health and Human Services issued regulations implementing the Health Information Technology for Economic and Clinical Health (HITECH) Act's changes to HIPAA's privacy requirements. The 2013 regulations changed some of the initial HITECH requirements. This manual, reflecting the 2013 regulations, is designed as a tool to help plan sponsors with their HIPAA privacy compliance obligations.
