Mr. Barlament is a partner in the employee benefits group at Quarles & Brady LLP, a national law firm of over 450 attorneys. He represents employers, brokers, TPAs and others in all aspects of employee benefits law. Mr. Barlament is a nationally recognized speaker and author on employee benefit topics, including the HIPAA Privacy Rules. He has extensive experience assisting both pension and welfare plans with issues relating to benefit plans in mergers and acquisitions; COBRA; and HIPAA, including privacy rules, security rules and standard transaction rules. He also has significant experience in e-commerce law, with a particular emphasis on privacy-related issues. Mr. Barlament is a contributing editor and author to a number of national publications. Articles published by him for the International Foundation include Drug Testing for Multiemployer Plans: Choosing the Proper Legal Structure (2004), The Impact of HIPAA's Privacy Rules on Multiemployer Group Health Plans (2003) and Legal Issues Relating to Disease Management and Wellness Programs (2005). He graduated from St. Norbert College (summa cum laude) and Duke University School of Law.
