Position Summary

This position serves as the Director of the Office of Strategic Health Policy and is responsible for the effective management of the Office and the programs it administers. This position also serves as a key member of the agency’s leadership team.

The Office of Strategic Health Policy is responsible for planning, developing, recommending, and implementing public sector insurance-related fringe benefit plans and overseeing the operation of the following plans: Group Health Insurance Program comprised of Wellness, Medical, Pharmacy, Dental and COBRA benefits; Vision Program, Long-Term Care Insurance Program; Section 125 Employee Reimbursement Accounts; and the State and Local Group Life Insurance Plan. Depending on the plan, the administration functions may be solely performed by third party administrators or between a third party, the Office and other ETF departmental units.

The Group Health Insurance Program (GHIP) and the Wisconsin Public Employer programs are the largest programs administered within the Office. The benefits may be fully insured by a third party provider, by ETF or jointly, requiring the Director to understand, negotiate and manage risks of claims’ relative to health plan rates and program funding reserves. The GHIP supports 58 State agencies, the State of Wisconsin Legislature, the University of Wisconsin (UW) System, the UW Hospital and Clinics, over 400 local government employers and provides insurance for employees, retirees, inactives (COBRA) and dependents. The GHIP and WPE programs make up one of the largest health plan groups in Wisconsin, spending $1.8 billion in health insurance premiums annually.

Salary Information

This position is in the Administrative Manager classification (pay schedule/range 81-01), with an annual salary between $112320 - $124800, plus excellent benefits. Pay for current and new state employees will be set in accordance with the Wisconsin State Compensation Plan in effect at the time of hire.

Job Details
This position is eligible for hybrid remote work. ETF offers hybrid remote/office work. If interested in remote work, this can be discussed in more detail during the interview process. The selected employee(s) must report to ETF’s office on the first day of employment. In addition, the employee may need to report to ETF on short notice as operational needs require.

ETF does not sponsor work visas. Any appointment made will be contingent on the applicant being able to prove valid status to work in the United States.

Qualifications

Minimally Qualified candidates will have experience in all the following:

  • Leading and managing a program responsible for the provision of benefit services to participants
  • Working with group employee insurance plans (health, wellness, pharmacy, dental, vision, income continuation, life)
  • Serving in a senior leadership role developing a strategic vision, objectives, policies, and operating plans
  • Formal supervisory experience (e.g. hiring, evaluating performance, discipline, etc.)

Highly Qualified candidates will also have experience with some of the following:

  • Leading the design and implementation of employee benefit plans and evaluating for effectiveness
  • Leading the negotiation and administration of long-term contracts with third parties for the purpose of carrying out significant organizational or program goals
  • Overseeing the development and implementation of policy changes and legislation affecting benefit programs and operations
  • Working with actuaries and using actuarial data to assess program impact
  • Working with decision-making boards
