Los Angeles County Firefighters Local 1014 Health Plan is seeking a highly qualified individual for the position of Administrative Manager. The successful candidate will be responsible for managing and overseeing an exceptional Medical Plan that covers active duty Firefighters, retired Firefighters, and dependents, approximately 15,000 in totality. This is a self-insured and self-administered Plan sponsored by Los Angeles County Firefighters. The Plan Administrator will report to a Union Board of Trustees, working with the Plan’s service providers, staff, membership, and other Plan professionals. Strong verbal and written communication skills are mandatory for this position.

RESPONSIBILITIES:

  • Work with the Plan’s Board of Trustees to develop and monitor the Plan’s strategy, goals, design, performance benchmarks, and financing.
  • Establish and improve procedures for the day-to-day management of the Plan. These procedures must be measurable against benchmarks for success.
  • Manage all Plan operations, including the claims department, member services, patient care coordination and administrative staff.
  • Manage the Plan’s budget and financial activities.
  • Ensure that the Plan continues to meet all appropriate government regulatory requirements, including ERISA, HIPPA, COBRA, PPACA, etc.
  • Ensure that the Plan meets membership satisfaction with timely payment of claims and prompt communications with members.
  • Prepare agendas for the Board of Trustees’ meetings and making presentations as needed.
  • Coordinate the activities of Plan consultants and other vendors.

QUALIFICATIONS:

  • Demonstrated/documented experience in managing a busy 20-40 personnel staff, focusing on providing a member friendly service.
  • Extensive knowledge of Health and Welfare Benefit Plans.
  • Experience working for or with Labor Unions, including experience with the negotiation process and labor management relations.
  • Experience managing a Union staff (OPEIU as an example), with at least 5 years of experience.
  • Extensive experience and knowledge of ERISA, HIPPA, COBRA, PPACA and other laws and regulations affecting the Plan.
  • Excellent management and organizational skills, proven and documented.
  • Excellent verbal and written communication skills-ability to think strategically and act diplomatically to members, staff and providers.
  • Experience in developing and managing a budget-provide examples.
  • Excellent Microsoft office skills, experience with health claims and accounting IT systems.
  • Bachelor’s degree or equivalent required-preference will be given to those with a business degree.
  • CEBS “desired”-preference to those who have attained this certification.

SALARY:

  • The salary for this position is competitive and will be based on experience and qualifications of the applicant. The salary range is $210-$250,000, with an exceptional benefit package, including our paid Medical Plan, dental, vision, and generous vacation, holiday and sick days. A SEP-IRA of approximately 9% is also included.
