The Construction and Specialized Workers’ Medical and Benefit Plan/BC Labourers’ Pension Plan is seeking an individual for the position of Administrator. The successful candidate will be responsible for managing and overseeing the multi-employer, target benefit pension plan and group benefits program covering members of LiUNA Local 1611.

Reporting to a Union-sponsored Board of Trustees for each Plan, the administrator works with the Plans’ service providers, staff, membership and other plan professionals. Strong verbal and written communication skills are a must for this position.

QUALIFICATIONS

Education:
• 5-7 years of pension and benefits administration experience, ideally in a large multi-employer, union-trusteed, Canadian target benefit pension and health plan environment
• University degree in business or a related field preferred (an equivalent combination of education and experience will be considered)
• Certification in pension and benefits administration considered an asset, e.g Pension Plan Administration Certificate (PPAC), Certified Employee Benefits Specialist (CEBS)

Knowledge and Experience:
• Demonstrated experience in managing a busy eight-person benefit and pension office, focusing on providing member-friendly service
• In-depth knowledge of pension and benefits plans
• Strong working knowledge of Pension Benefits Standards Act, Family Law Act and Income Tax Act and other regulatory acts as it relates to Benefits and Pension Trusts
• Knowledge of and ability to read and interpret financial statements
• Ability to resolve complex and highly sensitive issues that escalate from staff
• Ensure that governance and other policies of the Plans are adhered to
• Strong stakeholder engagement and relationship building skills
• Ability to think strategically and implement technology solutions for efficient office administration
• Experience in system implementation would be an asset

Pension Administration:
• Manage a fully-funded, target benefit pension plan.
• Work closely with pension actuaries, investment advisors, and consultants
• Provide investment advisor oversight
• With staff assistance, prepare and submit regulatory filings
• Ad hoc communications with BCFSA and other regulatory bodies

Benefits Administration:
• Manage and oversee the internal and outsourced group benefits programs that provide benefits to over 6,000 members and their families
• Set policies and procedures and ensure that these are adhered to
• Review and renew contracts of insurance

Office Administration:
• Oversee the effective operation of the Plans’ Administration Office
• Manage an in-house administration office including hiring/discipline and dismissal, training and development
• In-house Property Manager reports to this position
• Review/manage office equipment and technology needs

Communications to Members:
• Promote awareness of pension and benefits programs to union members and employers
• Prepare Plan Booklets and other materials outlining the benefits offered for both Pension Plan and Medical Plan
• Write articles on pension and benefit programs for membership magazines

Duties for Trustees:
• Plan/schedule Board of Trustees meetings and agenda items
• Oversee preparation of meeting materials for Board of Trustee meetings
• Arrange/maintain Trustee Liability insurance coverage
• Assist trustees by initiating suggestions for Plan changes
• Provide in-house training for trustees on various aspects of the Plans

The salary for this position is competitive and will be based on the experience of the applicant. The salary range is $100,000 -$130,000. There is also an excellent benefit package including medical, dental, vision and a defined benefit pension plan.
