IUOE Local No. 478 Employee Benefit Funds
The International Union of Operating Engineers (IUOE) Local No. 478 Benefit Funds, a State-Wide (CT) Union Employee Benefit Fund office is currently seeking a full-time Benefits Production Manager, reporting directly to the Executive Director and Assistant Executive Director. The IUOE Local No. 478 sponsors a Self-Funded Health Plan, a Defined Contribution Pension Plan with a 401k provision, a Defined Benefit Pension Plan, and a Supplemental Unemployment Benefit Plan. The IUOE Local No. 478 Benefit Funds have combined assets of $1 billion and cover all operating engineers across the State of Connecticut. The IUOE Local No. 478 Benefit Fund Office (consisting of 17 full-time and 2 permanent part-time employees) provides benefits to approximately 3,000 active members as well as an additional 4,000 retirees and dependents. The IUOE Local No. 478 Benefit Fund Office also provides administrative services to the IUOE Local No. 478 Union and the IUOE Local No. 478 Apprenticeship Training and Skill Improvement Fund.
The Benefits Production Manager is a newly created position and will be an integral part of the Funds’ Board of Trustees succession plan for the Executive Director and Assistant Executive Director positions. This Benefits Production Manager position is under the direction of the Executive Director and Assistant Executive Director and will oversee the day-to-day benefit payment operations in each of the benefit departments. The individual will take an active role in developing, maintaining and documenting internal controls and procedures, and will work directly with the fund office staff to optimize their use of custom benefits software, Microsoft Office software and benefit vendor resources and websites. This position will also assist the Executive Director and Assistant Executive Director with implementing new governmental regulations and requires solid knowledge of ERISA, HIPAA, HITECH, ACA, PPA, and SECURE ACTs and mandates. This individual will also facilitate the benefit departments interaction with the Accounting and Employer Contributions departments, as well as assist with promoting benefit plan provisions on the union member website and on social media platforms. The ideal candidate would have the ability to multitask, and be dynamic, flexible, organized, as well as take initiative and demonstrate leadership and management skills.

Minimum Qualifications
Possession of a Bachelor’s Degree from an accredited college or university in Business Administration, Finance or a closely related field, with a minimum of five years of increasingly responsible experience with employee benefit plan administration. CEBS, CPA or MBA designation or experience with Multi-Employer benefit plans strongly preferred. Proven Microsoft Office and data management skills required. The individual must have strong analytical skills, be a team leader and be highly organized.
