Reporting to the Branch Manager, Employee Relations & Compensation, the Director, Compensation & Classification is accountable for the strategic management of the corporation's compensation strategy, including the development and maintenance of sustainable compensation practices, policies and guidelines, effective job evaluation systems and efficient salary
structures and pay plans. A total of approximately 12 full-time employees support the work of the section.


Key Accountabilities

The Director, Compensation & Classification will be responsible for the following:

Branch & Section Strategy and Alignment

* Develop, implement and maintain the compensation and classification programs including market research to determine salary budgets, salary increase guidelines and salary ranges
* Recommend, develop and oversee the job evaluation and compensation policies to establish consistent salary bands throughout the organization
* Manage the integrity of the classification systems and ensure internal equity of positions across the corporation
* Chair and/or ensure effective management and execution of classification committees to maintain internal alignment
* Remain current and abreast of trends and best practices related to compensation
* Remain current with all legal and market changes impacting compensation, as well as complying with legislation and regulations that control or impact compensation plans for the organization
* Engage in the development of strategies for the branch and translate branch strategies into the section-level strategies required to achieve the branch vision
* Establish clear lines of accountability within the section and work collaboratively across sections and branches to drive integration

Oversight and Assurance

* Ensure the prudent and effective use of financial resources in the conceptualization and delivery of the corporation, branch and section work
* Lead the budget process within the section
* Oversee the establishment and ongoing management of performance and quality assurance measures and data collection and reporting for the section

Organizational & Team Leadership

* Successfully coach, manage, mentor and motivate the Compensation & Classification section which is responsible for market analysis, salary surveys and overall classification and compensation
* Mentor and empower the team to develop the necessary subject matter expertise and strong relationships with key internal and external stakeholders
* Create an environment that encourages, values and recognizes continuous improvement and innovation
* Monitor employee engagement and ensure units are developing and implementing action plans, as necessary
* Align decisions and behaviours to the Cultural Commitments of Safe, Helpful, Accountable, Integrated and Excellent, and encourages the same in others

Communications

* Assess the existing structure of the Compensation & Classification Section to promote organizational efficiency and effectiveness, and communicate the corresponding change management processes
*Present complex and sophisticated information to a variety of executive leaders and committees including the Executive Leadership Team

First Year Deliverables

* Strategic management of the City of Edmonton’s compensation and classification strategy, including the development and maintenance of sustainable compensation practices and guidelines
* Identify opportunities for continuous improvement and innovation within the Compensation & Classification section
* Promote the business justification of strong compensation and classification systems and processes
* Establish relationships based on trust and credibility across the organization


Qualifications:

Education

* Bachelor’s Degree in Business, Human Resources, or other related discipline; equivalent combinations of education and experience will be considered
* A Master’s Degree would be considered advantageous
* Certified Compensation Professional (CCP) designation would be an asset
* Preference will be shown to individuals who demonstrate a commitment to continuous learning

Experience

* The successful candidate will have a minimum of 10 years of experience which includes leading and managing teams within a large, complex organization. Equivalent combinations of education and experience will be considered.
* Specific experience in the assessment, design, development and implementation of compensation and classification programs, within a large, complex and multi-union environment
* Sound knowledge and expertise in compensation and classification policies and trends combined with job evaluation and market pricing methodologies
* Demonstrated experience and / or education and training in business process improvement would be advantageous
