For Multiemployer Taft-Hartley Health Plan

Seeking an Eligibility Manager with Taft-Hartley health plan experience for a multistate, multiemployer administrative office.

Position Summary:
Under the direction of the Executive Director, the Eligibility Manager is responsible for the day to day operations of the Eligibility Department which covers enrollment and eligibility for medical, dental, prescription drug, vision, and death benefits for active and retired participants and dependents. Includes the supervision and management of Eligibility Department staff members. Upholds and maintains a professional environment and demeanor at the SMBPAC office, and at SMBPAC-related functions.

Job Duties include the following but may include other duties as assigned by the Executive Director:
• Assign duties in accordance with training related to the management of various functions of the Eligibility Department including administration of the Health Plan in accordance with the Plan Documents, SPD, ERISA, DOL, IRS, and HIPAA
• Assure compliance with the Plan documents (SPDs) and consult with the Plan’s service providers and professionals regarding such compliance
• Execute and supervise the participant enrollment and benefit application processes, as well as the maintenance of participant records related to hours worked
• Responsible for the effective and accurate implementation and strategic direction of the medical, dental, prescription drug, and vision programs
• Coordinates the Department’s routine monthly and annual procedures;
• Provide and offer guidance and information regarding the Health Plan to participants, dependents, and local union representatives; assure timely distribution of Health Plan materials to participants
• Work with third party programmers regarding system record keeping, reporting, eligibility, and processing
• Coordinate the drafting and distribution of correspondence and notices to Plan participants

Candidates for the position should possess the following skills and attributes:
Experience Required:
• Minimum of five years’ experience with health plan benefits
• Experience with working on multiemployer health plan administration, including eligibility requirements and benefit provisions
• Knowledge of Federal and State regulations governing the administration of employee benefit plans, including COBRA and HIPAA
• Ability to maintain confidential and sensitive information and to establish and maintain effective working relationships with participants, dependents, vendors, consultants, legal counsel, and service providers
• Commitment to consistent attendance and punctuality
• Ability to prioritize and meet deadlines
• Bachelor’s or Associate’s Degree in business, management or related field – preferred (relevant experience can be used in lieu of, or combined with education)
• Excellent organizational and project management skills
• Exhibit strong verbal, written, and interpersonal communication skills
• Proficient using Microsoft Office Professional (Word, Excel, – required; Access & PowerPoint - preferred); general PC and network navigation skills; proficient using e-mail system, Microsoft Outlook preferred
• Proven attention to detail and demonstrable follow-through skills
