The San Manuel Human Resources department provides exceptional internal and external customer support while driving Human Resources (HR) functional excellence and process improvement. Total Benefits Operations and Compliance Manager is responsible for the administration and management of employee benefits and wellness programs for San Manuel Band of Mission Indians. The primary function of the position is to manage all aspects of the employee benefits program. This includes health and welfare plans, retirement plans, life insurance, time off, wellness programs and any other employee benefit plans while evaluating their effectiveness. This position ensures that the benefits programs are consistently administered in compliance with internal policies and government regulation.

Essential Duties & Responsibilities

• Manage and assess the effectiveness of current programs in achieving organizational objectives; identifies best practices and benchmarks; and develops recommendations for modifications to align to HR strategy and business goals.

• Effectively plan and direct the implementation and administration of all benefit plans including annual open enrollment efforts.

• Effectively manage and collaborate with vendors and external partners, including managing performance of contracts to ensure maximum value of services is delivered.

• Partner with HR and leadership on appropriate benefits and wellness packages to recruit and retain talent.

• Responsible for all ACA reporting and keeps abreast of regulatory changes affecting benefit plans and ensures company benefit plans and practices are in compliance with external regulatory requirements.

• Develop and coordinate communications strategies and activities designed to educate and inform employees about current benefits and wellness programs and activities. 

• Prepare annual budget for total rewards and manage expenditures related to benefit programs.

• Serve as the point of escalation for benefits and compensation analysts responding to employees and managers questions regarding all benefit and compensation related matters.

• Develop internal operating procedures and controls for the administering and managing benefits and daily compensation operations.

• Determine and implement metrics that assess and monitor the effectiveness of ongoing Total Rewards programs and new initiatives.

• Communicate actively with Accounting, Finance, Operations, HR and other departments to review cross-departmental impacts and reconcile data sharing. Manage data in accordance with the company’s record retention policies and procedures and state and federal laws and regulations.

• Maintain confidentiality of work-related issues, records and company information.

• Complete special projects, as assigned.

 

Retirement and Benefit Plans

• Develop, lead and execute employee health and wellness programs designed to promote and enhance employee awareness of personal health concerns and work safety issues.

• Lead the development of proposals, presentations and project plans for changes in program design, manage projects and new programs from inception through launch, monitoring progress, addressing and overcoming barriers and challenges.

• Leads annual benefit renewal process and recommends go-forward approaches taking into consideration feedback from leadership, market research and cost analysis. Work with benefit broker on plan design, administration, and compliance with applicable laws.

• Responsible for the review of benefit carriers financial reports and contractual arrangements, managing annual benefit premium renewals.

• Work with benefit broker on an annual detailed analysis of programs, and modelling of proposed changes to determine impact, both from a business and cost perspective and employee perspective.

• Work closely with the Human Resources team to ensure that the benefit programs are complimentary and meet the unique requirements needs of the various business regions and employee groups. This includes at least annual reviews of programs and requirements, identification of gaps, recommendations for improvements, and cost-benefit analysis.

• Develop policies, procedures, methods, or standards to ensure fair and equitable administration of all retirement and benefit programs.

 

Supervisory Responsibilities

Directs and supervises Benefits Analysts.  The Manager carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.  Responsibilities include training employees, planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

 

Education/Experience/Qualifications

• Master’s in Business Administration preferred.  Bachelor’s degree in business administration, human resources or related field or equivalent combination of training and experience or advanced degree required.

• Minimum 8 years’ experience in, Benefits and Wellness; 3+ in supervisory position; or combination of education and years of experience.

• Working Compensation and Benefits Committee experience.

• Previous experience in Payroll.

• Sound knowledge of the Regulatory and Legislative imperatives and impacts related to Total Rewards programs (, Sec 125, ERISA, 409A, HIPAA, etc.).

• Experience working with contemporary HR Technology platforms (i.e. Workday).

• Working Compensation and Benefits Committee experience.

• Experience working with contemporary HR Technology platforms (i.e. Workday) & HR systems integrations.

• Previous experience in Payroll.

• Sound knowledge of the Regulatory and Legislative imperatives and impacts related to Total Rewards programs (, Sec 125, ERISA, 409A, HIPAA, etc.).

 

 

Certificates/Licenses/Registrations

• CEBS (Certified Employee Benefits Specialist) certification a strong plus.

• Must obtain and maintain a Class “A” gaming license issued by the San Manuel Gaming Commission. 

• A qualified candidate/employee must have a valid driver’s license with an acceptable driving record as determined by the company’s insurance carrier.
