Benefits Funds Administrator

U.A. Plumbers & Steamfitters Local No. 22 Pension, Health, and Annuity Funds, located in West Seneca, New York is currently seeking a Funds Administrator who will report directly to the Board of Trustees. The ideal candidate will be an experienced leader who excels at supporting, mentoring, and motivating staff; overseeing benefit operations and compliance; facilitating efficient and effective communication within an organization; and championing the Funds’ strategic initiatives. This is a fully in-person, onsite position.
The Fund Office administers multiemployer plans consisting of defined benefit, defined contribution, and health plans covering more than 1,900 active and retired plan participants. The members of Local 22 install, repair, and maintain piping systems in industrial, commercial, and residential buildings. Responsibilities
Key responsibilities of the position include (but are not limited to):
- Supervise the Fund Office staff; lead an organized and committed team of 3 staff members, fostering a culture of service excellence and collaboration.
- Direct all financial operations associated with the Fund Office and administration of the Funds, ensuring diligent management of resources and oversight of office facilities.
- Maintain the documents and records necessary for the operation and functioning of the Funds.
- Ensure timely completion and submission of all government-compliance filings and annual reporting requirements.
- Collect and deposit monthly employer contributions.
- Address delinquent employer contributions and work with Fund Counsel as necessary to recover delinquent contributions.
- Work with payroll auditor to ensure timely completion of payroll audits.
- Ensure proper administration and resolution of benefit claims.
- Monitor office policies, procedures, and standards to ensure a level of professionalism and prompt, accurate service to participants and beneficiaries, the union, and participating employers.
- Advise Trustees, shape organizational strategy, communicate with members, local unions, and employers, and represent the Funds at critical meetings (internally and externally).
- Remain informed of all plan provisions for the Funds and maintain basic understanding of ERISA, IRC, PPACA, and HIPAA requirements and other areas of fiduciary responsibility.
- Drive organizational compliance with applicable laws and regulations, consulting with outside professionals (e.g., auditors, attorneys, actuaries, etc.) on compliance requirements and other matters as needed.
- Participate in and support activities to educate membership.
- Provide oversight of all the Funds’ vendors, regularly monitoring and evaluating their performance to ensure alignment with service agreements and organizational standards.
- Oversee and keep current on all aspects of technology used in the administration of the Funds; work with vendors to ensure adequate systems and technology are maintained to support the Funds’ recordkeeping, processing, and customer service needs.
- Ensure the Fund Office follows all HIPAA and cyber security protocols.
- Actively network and participate in benefit administration industry organizations and interest groups supporting Taft-Hartley benefit plans.
- Prepare and present management reports related to benefit administration/operations; assist with coordination of Board meetings and materials for meetings using software to distribute meeting materials and to conduct electronic meetings, when appropriate; attend live and virtual Board, committee, and other meetings, as directed by the Trustees.
Requirements
The ideal candidate will meet the following requirements:
- Prior experience in multiemployer benefits (both health and pension plans) and fund administration/operations.
- Experience in management; strong organizational and record-keeping skills with attention to detail.
- Bachelor’s degree in finance or accounting (or CPA) preferred.
- Experience in Taft-Hartley or collectively bargained benefit environments highly valued.
- Knowledge of multiemployer fund operations, benefit plan design, and relevant regulations (ERISA, DOL, HIPAA/HITECH, ACA, PPA).
- Proficiency in Microsoft Office (Excel, Word, Outlook) experience with benefits administration software preferred.
- Ability to handle confidential and sensitive information with discretion.
- Ability to interpret eligibility rules, contributions, and benefits provisions.
- Professional and respectful interaction with diverse stakeholders and ability to respond to participant inquires and resolve issues effectively.

The Funds offer a competitive salary range of $110,000 – 120,000 commensurate with experience and a comprehensive benefits package that includes fully employer-paid health coverage, retirement benefits (pension and annuity), and paid time off, among other benefits.
