COMPENSATION: $225,000 – $250,000 annually
The Chief Financial Officer must be a high-performing professional with extensive experience and demonstrated expertise in public retirement system finance, accounting, and compliance, along with the leadership skills necessary to execute the responsibilities of the role effectively. As such, the compensation plan for this position will be commensurate with the experience and qualifications required and will be structured to attract exceptional candidates.

RESPONSIBILITIES:
The Chief Financial Officer serves as the principal financial and compliance advisor to the Executive Director and the Board of Trustees, exercising independent authority over pension fund accounting, financial reporting, internal controls, procurement, investment-related compliance, and operational due diligence. The CFO leads strategic financial planning, risk assessment, and scenario modeling while ensuring full compliance with GASB, GAAP, New Jersey statutes, Treasury guidance, and Chapter 55 requirements. This executive also develops and enforces financial, accounting, and investment compliance policies and provides leadership and supervision for internal financial operations and investment compliance staff, ensuring the integrity and sustainability of the System’s fiscal and compliance frameworks.
ESSENTIAL FUNCTIONS:
We seek a strategic financial leader committed to the fiduciary mission of the Police and Firemen’s Retirement System of New Jersey. While no one candidate will possess every qualification, the successful Chief Financial Officer will bring substantial experience in public pension finance, accounting, audit, and investment compliance, along with the judgment, independence, and executive presence required to advise the Board of Trustees on high-impact financial and operational matters.
- Direct pension fund accounting, cash management, reconciliations, and vendor payments.
- Oversee actuarial coordination, funding analyses, and experience studies.
- Manage audit preparation, single audit coordination, and resolution of audit findings.
- Monitor investment-related financial operations, pre-trade compliance, and operational due diligence.
- Ensure effective internal controls, segregation of duties, and financial risk management.
- Advise the Executive Director and Board on financial trends, funding sustainability, and compliance risk.
- Coordinate with CIO and investment teams while maintaining financial and compliance independence.
MINIMUM QUALIFICATIONS
Education
- Master’s degree in Accounting, Finance, Business Administration, or related field.
Experience
- Ten (10) years of progressively responsible experience in public retirement system finance, accounting, or compliance.
Certification/Licensure
- CPA, CFA, or equivalent professional certification.
Preferred Experience
- Direct experience with public pension systems, actuaries, investment custodians, and compliance programs.
- Knowledge of GASB, GAAP, internal controls, audit requirements, fiduciary standards, and New Jersey statutes and guidance.
Foreign Degrees:
Degrees and/or transcripts issued by a college or university outside of the United States must be evaluated for accreditation by a reputable evaluation service at your expense and must be included in your application submission by the closing date.
Residency:
